Iran's UN Ambassador: Tehran Will Not Surrender to Coercion

Ambassador Iravani began his speech by emphasizing the inherent right of developing countries to benefit from peaceful nuclear energy and the transfer of its technology, asserting that the safeguards regime must be a facilitator, not an obstacle.

He expressed deep concern over dual standards employed by the West in restricting developing countries' access to nuclear technology while providing arms and military aid to the Zionist regime, which is not an NPT member and possesses a hidden stockpile of weapons of mass destruction.
Condemnation of Criminal Attacks on Safeguarded Facilities
The Iranian envoy described the extensive and heavy attacks in June 2025 (by the Zionist regime and the United States) against Iran's safeguarded nuclear facilities—which targeted Iranian scientists and caused immense material damage—as a "clear violation of international law, the UN Charter, and the IAEA Statute." He stated that these attacks were not merely an assault against a member state, but an "aggression against the authority of the United Nations, the credibility of the Agency, and the integrity of the safeguards system."
Citing repeated assertions by the IAEA Director-General that nuclear facilities should never be attacked under any circumstances, he strongly criticized the lack of explicit condemnation of these unlawful attacks by the Agency, the Security Council, and the Director-General himself.
Responsibility for Suspension of Inspections Lies with the Aggressors
Iravani confirmed that the Director-General's recent reports acknowledge that the suspension of inspections was a direct consequence of these armed attacks, asserting that "the responsibility for this situation lies entirely with the aggressors, not the victim." He added that existing safeguards provisions do not cover how to maintain engagement under continuous armed aggression and threats, necessitating the creation of a new framework to ensure the security of personnel and nuclear facilities under such extraordinary circumstances.
Firm Rejection of the "Snapback" Mechanism and End of Resolution 2231
Iran's representative dismissed the move by the three European countries (E3) to activate the so-called "snapback mechanism" as "unlawful, reckless, and aimed at destroying the last bridge of diplomacy," stating that the action is null and void.
He further declared that, following the End Date of the transition period, all provisions of UN Security Council Resolution 2231 and its associated restrictions permanently expired on October 18, 2025. Iravani called any attempt to revive or re-impose those restrictions an "illegal abuse of process" that must be decisively rejected by the General Assembly and the Secretary-General.
Iravani concluded with a firm warning: "The Islamic Republic of Iran will never surrender to threats or coercion. Our response is only to respect, the rule of law, and equality. Military aggression and economic terrorism will never force Iran to waive its legitimate rights."
